If you start the network stack sooner and then just add a ping localhost it usually takes care of it. You can also update MDT to update the cmd file so you don't have to do it manually every time you rebuild PE. Take a look at www.deployvista.com and they have a lot of good tips and tricks for MDT including the ping trick.
